The activity was spearheaded by Hernani Veniegas, Jr., Chief of Asset Management Division, Cherish Mae Millevo, Head of Procurement Section, Alberto Baccarro, Jr., Head of Warehousing Section and Victor Rada, Committee Chair on Accreditation and Officer-in-Charge of the Finance Department.

Local News: RTC Grants CENECO’s Application for TRO

The Regional Trial Court (RTC), Branch 44 of Bacolod City granted the application for a Temporary Restraining Order (TRO) of Central Negros Electric Cooperative, Inc. (CENECO), represented by its General Manager Sulpicio C. Lagarde Jr., against the Writ of Distraint issued by the Municipal Government of Murcia, represented by Murcia Municipal Mayor, Andrew Montelibano.

"The TRO states that it will be effective for a period of 20 days only from service on the respondents, seizure/confiscation and order to deliver the money or credit of CENECO to the Municipal Treasurer of Murcia, Negros Occidental to the extent of Php 16,182,449.02 for its unpaid municipal real property taxes per Real Property Tax Statement ending the Calendar Year 2012 and Notice of Delinquency dated September 27, 2013, was requested by the Municipal Treasurer of Murcia from the management of Banco De Oro–Lacson Branch last October 14, 2013.

Central Negros Electric Cooperative, Inc. (CENECO) informs its electricity consumers that, in order to ensure the stability of its distribution lines, maintenance activities will be conducted on November 17, Sunday, as follows:

Date: November 17, 2013 – Sunday

Stringing/Armoring and tying of 69kV lines from Mansilingan Rotonda to NGCP;

Opening/Closing of Air Break Switch (ABS) at Abuanan to transfer portion of Alijis Feeder 3 to Sum-ag Feeder 2

Business: ‘Generation and Transmission Charges Contribute to 45-Centavo Rate Hike’

The Board and Manage-ment of Central Negros Electric Cooperative, Inc. (CENECO) said that the residential rate for Novem-ber 2013 billing is P9.4037/kWh, or an increase of P0.4545/kWh from last month's P8.9492/kWh.

Business: LGUs Owe CENECO P250M

Local government units under the franchise area of Central Negros Electric Cooperative (CENECO) owe the power utility firm a total of P250 million with Bacolod City topping the list with P217 million.

But despite this, CENECO reported an net income of P23 million for 2012 during its Annual General Membership Assembly held at the USLS gym, Saturday.

The LGUs and line agencies owe CENECO a total of P350 million in dues.

Eng’r. Sulpicio Lagarde, Ceneco general manager lamented that if only the LGUs pay their account then the power utility firm need not resort to loan for its rehabilitation program.

Business: Power Supply Critical by 2016 - CENECO

Engr. Sulpicio Lagarde, General Manager of the Central Negros Electric Cooperative (CENECO) revealed that that power supply will be critical by 2016.

Lagarde echoed the observation of Negros Occidental Governor Alfredo Maranon Jr., that the province need to have its own power plant due to the increasing demand of power in the province.

Lagarde in an interview with reporters during the 38th Annual General Membership Assembly of CENECO held at the USLS coliseum, Saturday, Nov. 23stressed that power supply will be critical by 2016.

He said so far there is enough supply for its franchise area until 2016 but there is a need to have an independent power source in the province.

(MANUAL LOAD DROPPING SCHEDULE)

Central Negros Electric Cooperative, Inc. (CENECO) informs its electricity consumers that due to generation deficiency, power interruptions and Manual Load Dropping (MLD) are likely to occur as scheduled. The implementation of MLD depends on the advise of the National Grid Corporation of the Philippines (NGCP) on how much load will be deducted from CENECO.  Below is the schedule of load shedding from December 5 to 12, 2013:

Atty. Arnel L. Lapore representing District II–Bacolod South was re-elected as CENECO President during the board meeting held last December 3, 2013 at the CENECO Board Room. Dir. Michael S. Maravilla, District IX–Silay City representative, was re-elected as BOD Vice President while District V–Bacolod West representative Dir. Ceasar R. Leonardia remains as the BOD Treasurer. District VIII–Talisay City representative, Dir. Paul T. Lizares was elected BOD Secretary. It is a must to elect BOD officials after the Annual General Membership Assembly of the electric coop.

Local News: Solon, IP Demand: Abolish WESM, EPIRA, VAT

Due to inevitable and continued rate increases of electricity, Bayan Muna Partylist Representative Neri Colmenares, and the indigenous peoples (IP) organization - Kalipunan ng mga Katutubong Mamamayan ng Pilipinas (KAMP), are urging Pres. Benigno Aquino III to abolish the Wholesale Electricity Spot Market (WESM), Electricity Power Industry Reform Act (EPIRA) and VAT.

Colmenares said in an emailed press release, that "to prevent or lower the price cap in WESM by half, from P62 per kilowatt hour (KWH) to P32/kwh, WESM should be abolished and regulate all power generators and distributors. The Energy Regulatory Commission (ERC), Department of Energy (DOE) and Philippine Electricity Market Corporation (PEMC), comprise the WESM tripartite committee that monitors price volatilities on the spot market.

Monico Stops ‘Treasure Hunting’

Mayor Monico Puentevella has ordered a stop to the so-called ‘treasure hunting’ in Bacolod as the more than 12 feet of excavation already posed danger to the Central Negros Electric Cooperative (CENECO) building, as well as to the residents in the area.

Puentevella on Saturday conducted an ocular inspection of the excavation, exactly located at the back of the CENECO main office. He was accompanied by Office of the Building Official head Isidro Sun Jr. and City Environment and Natural Resources Office head Max Sillo.

Local News: CENECO Welcomes Scrapping of WESM, EPIRA ‘Provided There’s Substitute Law’

General Manager Sulpicio Lagarde, Jr. of Central Negros electric Cooperative (CENECO), Inc. welcomes the proposition of Bayan Muna Partylist Representatative Neri Colmenares to "abolish WESM, EPIRA, Oil Deregulation Law and Value Added Tax (VAT) imposed on electric cooperatives and passed through its consumers. "As long as there is counter-proposition or substitute law that will ensure the welfare of the consumers, that’s fine," Lagarde said.

Colmenares said, WESM, EPIRA, Oil Deregulation Law and VAT should be scrapped because they just add burden to the consumers.

He also said, since the existence of WESM, EPIRA, ODL and VAT, electricity rates have increased by 112%. So he recommends to abolish such bodies pertaining to electricity.

Local News: CENECO Terminates Collection Agency

Due to some problems in the services rendered by the collection agency of Central Negros Electric Cooperative (CENECO), the management and board decided to terminate the services of its collection agency which renders billings to the consumers.

CENECO General Manager Sulpicio Lagarde, Jr. cited some pressing problems caused by the collection agents:

Some received the payment for billings from the consumers despite they are not authorized to receive it, but did not remit the payment to CENECO. Also, there were agents who reported completion of disconnection order to delinquent consumers but did not perform.

Event: CENECO Extends Aid to Molocaboc Island and Cadiz City

Central Negros Electric Cooperative, Inc. (CENECO), through BOD Vice President and Silay City Director Michael S. Maravilla, distributed GI Sheets to 112 families of Molocaboc island affected by Super Typhoon Yolanda, recorded as one of the world’s most catastrophic storms which devastated several homes of the residents in the said island.

Business: CENECO Power Rate Down by 20 Centavos

Central Negros Electric Cooperative, Inc. (CENECO) informs its consumers that the residential rate for January 2014 billing is P8.4646/kWh, or with a decrease of P0.1973/kWh from last month’s P8.6619/kWh.

The Generation Charges, the biggest contributory factor in the rate impact, decreased by P0.4159 or 8.17% as compared to the previous month due to price decrease in the Wholesale Electricity Spot Market (WESM) and unstable power supply caused by Super Typhoon Yolanda.
