Announcement: NGCP and CENECO Set Power Interruption Tomorrow

The National Grid Corporation of the Philippines (NGCP) and Central Negros Electric Cooperative, Inc. (CENECO) would like to advise its member-consumers that the scheduled power interruption set tomorrow, July 27, 2013, Saturday, from 8:00AM to 5:00PM will be moved to 6:00AM to 3:00PM of the same day. This is in response to various requests from different sectors. Areas affected will be under Burgos Feeders 1 to 3, Mt. View Feeders 1 to 5, Talisay Feeders 1 to 3, Panaogao Feeders 1 and 2, and Lopez Feeders 1 to 3.

Normal operations will immediately resume after completion of the works. Customers of NGCP and CENECO are advised to take necessary preparations and precautions in anticipation of this scheduled interruption.

Local News: City Billings Revealed

City Administrator Rolando Villamor is shown before the media yesterday where he distribute all the billings left by the former administration.

The total payable billings of Bacolod City is P1.2B from the bank loans including payables to CENECO and BACIWA. P665.4 Million is the total principal of the bank loans of the city obtained by former Mayor Evelio Leonardia. P391.3 Million is for the construction of the Bacolod Government center, P33.8 Million for the development of sanitary landfill in Barangay Felisa, P240.2 Million for purchase of Arao property in Vista Alegre for squatter relocation site. But the Puentevella administration would like to make it clear also for the big interest on the loan that already reached to the amount of P342.159.

Local News: On Baciwa, CENECO, Loans Payables: Leonardia Describes Puentevella’s Report as a Grand ‘Deception’

Bacolod Congressman Evelio Leonardia has described the report of Mayor Monico Puentevella as "half truth, twisted and intends to destroy" the record of his administration. This response of Leonardia was a reaction to the reports of Mayor Puentevella and his allies that he inherited billions of pesos of debts from the Leonardia administration.

At the presscon last week, reportedly, the allies of Mayor Puentevella presented to the media a graph claiming that he inherited P1.007 billion in loans, and P283 million payables to CENECO and BACIWA. Breakdown of the loan obligations: P665.49 million principal and P342 million interest.

Leonardia countered such report of Puentevella’s group at the presscon over the weekend.

NDB, considering the ramifications and possible disruption of services of the Central Negros Electric Cooperative, had an exclusive interview with Engr. Edward Gasambelo, considering this experience and expertise.

Gasambelo is the past president of CENECO, a very successful profess-ional, who is a duly licensed whose company is involved in numerous business activities in the Visayas Region.

He stated, "R.A. 10531, otherwise known as National Electrification Administration Reform Act of 2013, is a consolidation of Senate Bill No. 3389 and House Bill No. 6214 which was finally passed on February 4, 2013 and signed by President Benigno S. Aquino III on May 7, 2013. Its Implementing Rules and Regulations is covered by the Department of Energy Circular No. DC 2013-07-0015 entitled PROSCRIBING THE IMPLEMENTING RULES AND REGULATIONS OF R.A. 10631 which was published in the July 29 issue of a national daily, The Philippine Star, and, that the agency that would implement, the IRR would be the National Electrification Administration (NEA)."

Local News: CENECO Explains Unscheduled Power Interruption

Central Negros Electric Cooperative, Inc. (CENECO) would like to explain the causes of unscheduled power interruptions which occurred last Saturday, August 17, and Sunday, August 18, respectively, affecting electricity consumers supplied by the 69kV Talisay Feeder and 69kV Power Barge Feeder.

In a press statement, CENECO said that last Saturday, the 69kV Talisay Feeder supplying power to Mountain View Feeders, Burgos Feeders and the whole area of Silay and Talisay cities automatically tripped/off at 2:44 p.m. due to cut-off aerial ground and detached suspension insulator found at Menlo Subdivision in Talisay City.

A consumers’ group is eyeing to file a Temporary Restraining Order(TRO) to stop the slated district election for director in a district of the Central Negros Electric Cooperative (CENECO) on September 21, 2013.

The Movement for CENECO Consumers Democratic Representations in a press conference yesterday afternoon at the Negros Press Club, is seeking the TRO amid allegations of anomalous, bias and questionable process in the conduct of elections that only the few and members of the influential families are privileged to sit in the Board of Directors.

Local News: 2 Directors Unopposed at CENECO District Elections

Two unopposed candidates for directors of Central Negros Electric Cooperative (CENECO) were declared winners Saturday after the district elections -- Robert Javellana of Bago City – District 6, and Michael Maravilla of Silay City- District 9.

District 1 (Bacolod North’s ) incumbent district Director Boy Cuenca did not run for re-election. Substituting him was his wife Joyce Marcha Cuenca. but she was opposed by disqualified applicant Rommel Jamelo having failed to meet the requirements set by the National Electrification Administration (NEA).

Jamelo filed a petition for Temporary Restraining Order (TRO) before the court, for insufficiency of information dissemination. A 20-day TRO was granted. Hence, the district election for District 1 did not push through.

After more than three hours of dialogue yesterday with various sectors in Bacolod City, the KEPCO SPC Power Corporation clarified that the intention to increase its rates is reasonable and competitive compared to other available coal fired powered plant in the region.

Local News: ‘KEPCO Proposed Power Rate Hike Reasonable’ Ceneco Rate Still Lowest in the Region

After more than three hours of dialogue Monday with various sectors in Bacolod City, the KEPCO SPC power firm clarified that the intention to increase its rates is reasonable and competitive compared to other available coal-fired power plants in the region.

Despite this future increase to be passed on to Central Negros Electric Cooperative, Inc. (CENECO) consumers, the Bacolod-based power distribution utility continues to enjoy the rank of “lowest in the region” in terms of power price, based data gathered by an independent research web entity www.kuryente.org.ph.

“This therefore augurs well for the development of local home grown investments and attraction to incoming investments given this low-cost electricity business climate,” it was stressed.

The National Grid Corporation of the Philippines (NCGP) will shut down its Amlan-Mabinay 138KV Line 1 or 2 to conduct annual preventive maintenance on Saturday and Sunday, September 28 and 29, 2013, respectively. In effect, the load of Line-1 will be carried by Line-2, or vice versa, which will be under security limit to protect the system against collapse. Load shedding is most probable if the load of Amlan-Mabinay Line 1 or 2 will reach its security limit.

NGCP advised CENECO to conduct a parallel maintenance on the same time and date to help prevent unexpected power interruption. The following are the scheduled preventive maintenance of CENECO in response to NGCP’s request:

Date: September 28, 2013 – Saturday

Time: 8:00AM – 5:00PM

Reasons:

· Opening/re-tapping of 69kV jumper at structure 176 beside Panaogao Sub-station, Silay City;

· Replacement of rotten 69kV suspension insulators from Panaogao Sub-station to Silay Sub-station;

· Replacement of rotten primary pole at 21st Lacson Street, Bacolod City; and

· Tree trimming covering areas under Lopez (Silay) Feeders 1,2 and 3

The District Election Committee (DECOM) for District I-Bacolod North composed of Ms. Ramona Lamo, Mr. Esteban Albacea and Mr. Dabenogrimo Estanilao finally proclaimed Ms. Joyce Martha B. Cuenca as the elected director to represent the member consumers in the said district. The election was held yesterday from 8AM to 12:00NN at the Central Negros Electric Cooperative, Inc. (CENECO) compound, Mabini St., Bacolod City. Ms. Cuenca is an unopposed candidate and garnered a total of 11 votes.

The conduct of election for District I-Bacolod North was moved to September 25, 2013, per Board Resolution No. 10510, Series of 2013, dated September 23, 2013, from the original schedule of September 21, 2013 due to a Temporary Restraining Order (TRO) issued by Judge Rosario Ester Orda-Caise of Branch 48 of the Regional Trial Court, requiring the Screening Committee to comply with the posting requirements as stipulated in the Electric Cooperative Election Code.

Local News: Electric Rates Likely to Increase Soon

The electricity supplier based in Cebu, KEPCO-SALCON, has demanded that the contract for providing electricity to the Central Negros Electric Cooperative (CENECO), be immediately amended as it is now losing heavily due to the increase per metric tons of the coal it uses as fuel for its main plant supplying electricity to various areas in the Visayas.

The demand was aired by KEPCO-SALCON officials through CENECO officials during a consultation meeting at the Northwest Inn Hotel, Monday, one of those who attended the consultation conference, Bayan Muna (BM) provincial coordinator, Alejandro "Bundo" Deoma told "Tungkaron Ta Ini" program which airs daily in radio station DYRL, Wednesday during an interview.

CENECO General Manager Sulpicio Lagarde said, those invited to the consultation conference were limited to several representatives from the consumers’ sector, because of its urgency.

Local News: CENECO: ‘We’re Doing our Best For a Brownout-free Masskara’

"We are trying our best to be power interruptions-free this Masskara celebration."

Thus said Cheryl Tortal, public relations officer of the Central Negros Electric Cooperative (CENECO), assuring Bacolodnons, businessmen, event organizers and visitors that Ceneco is working to make sure power supply is available 24/7 during this Masskara Festival season to end on October 20.

"We are also trying our best to provide stable power supply in the whole duration of the festival. That is why we conduct preventive maintenance works on our distribution lines and facilities this weekend to avoid longer power interruptions. Usually, the unscheduled brownouts are caused by our source of power – the National Grid Corporation of the Philippines (NGCP), but it is CENECO that is being blamed by the consumers," Tortal likewise said.
