He stated, "R.A. 10531, otherwise known as National Electrification Administration Reform Act of 2013, is a consolidation of Senate Bill No. 3389 and House Bill No. 6214 which was finally passed on February 4, 2013 and signed by President Benigno S. Aquino III on May 7, 2013. Its Implementing Rules and Regulations is covered by the Department of Energy Circular No. DC 2013-07-0015 entitled PROSCRIBING THE IMPLEMENTING RULES AND REGULATIONS OF R.A. 10631 which was published in the July 29 issue of a national daily, The Philippine Star, and, that the agency that would implement, the IRR would be the National Electrification Administration (NEA)."
